BIRMINGHAM, Ala. (WBRC-TV MyFoxAL.com) -- President Bush vetoed the State Children Health Insurance Program saying it was too expensive. Democrats wanted to expand the program and include children from middle class families and the Congress failed to earn enough votes to override the measure.
