One of the accomplishments I am most proud of during my time in Congress is having a hand in the creation of the State Children's Health Insurance Program (SCHIP). In 1997, we felt it was important to create a safety net for children whose families did not qualify for Medicaid, but whose incomes were still too low to afford private health insurance.
